Andy Lazzaretto, 63, comes to the $150,000-a-year job after serving as city manager in Walnut, Montebello, Alhambra, Stanton and Burbank and doing stints as interim city manager in Pomona and La Habra. Lazzaretto, who started Wednesday after unanimous City Council approval, has run the Burbank-based municipal consulting firm A.C. Lazzaretto and Associates since 1985. “I would like to help revitalize the community,” Lazzaretto said. “I hear that from the council.” Lazzaretto started his career in Walnut, where he made about $12,000 a year as city manager in the 1970s. He is largely credited with starting downtown redevelopment in Alhambra during his tenure as city manager there from 1980 to 1983. At that time, Lazzaretto helped cobble together a $40 million redevelopment project on Alhambra’s Main Street and spearheaded a major project in the city’s business district. The forced relocation of several businesses to make way for the projects led to his resignation under fire from Alhambra City Hall. But when it came time to break ground on the projects in 1983, Lazzaretto was invited to come back and was praised by city officials. Lazzaretto faces several challenges in Rosemead. One is a bitterly divided council. The frequent 3-2 split on the five-member council stems from disagreement over a Wal-Mart Supercenter under construction in the city. By the time Lazzaretto’s predecessor, Bill Crowe, left the job he was no longer on speaking terms with councilmen John Tran and John Nu ez, who opposed the Wal-Mart project. Lazzaretto said he would avoid such situations. “No matter how badly divided it is, I still work for five people,” he said. Nu ez said Lazzaretto can help foster a better working relationship between council members, and the unanimous vote for Lazzaretto is a start. “We can all agree on this one person,” Nu ez said. In particular, Nu ez said he likes Lazzaretto’s proven track record in economic development. Mayor Jay Imperial could not be reached for comment. Lazzaretto will become re-acquainted with a colleague from days past as residents continue to battle the city over the Wal-Mart Supercenter under construction on 24 acres at Walnut Grove Avenue and Rush Street. Larry Bevington, a former city manger for El Monte and Sierra Madre during the 1980s, is now a Rosemead resident and leader of Wal-Mart opposition group Save Our Community. “From what I remember of \, he was quite knowledgable and easy to work with,” Bevington said. “I feel he’s a good guy.” Bevington added the city could expect to see its economic growth jump-started by Lazzaretto.
